A role model that only offers "full admin" or "regular employee" forces every intermediate case into over-privileged access. The audit log records every administrator action, so at any moment it's clear who changed what and when — essential once access is delegated to more than one person, whether through additional roles or through sub-accounts for department-level administrators.
